There are a number
of different steps that you have to go through
in order to complete an application for grant
assistance to the Newry & Mourne LEADER+ Programme.
These stages are outlined below, however, if you
are unclear about the application process or eligibility
criteria, please contact staff at the Newry &
Mourne office for further assistance.
Information Sources
Information on the LEADER+ Programme is available
from the Newry & Mourne LEADER Office or alternatively
from the www.eugrants.org
website. You must click on the www.eugrants.org
to make an application for funding.
Expression of Interest (EOI)
If you wish to check the eligibility of your
project and receive a prompt assessment on the
potential of your idea you may wish to request
an EOI form the LEADER Office or alternatively
go to enquiries,
contact us,
or check
if you are eligible.
Application (Parts A & B)
The full application form consists of PART
A and PART B. The first stage of the process requires
you to complete PART A which is only obtained
from the www.eugrants.org
website and which must be submitted on-line.
Secondly, PART B which is only available after
filling in PART A may be accessed from the www.eugrants.org
site or alternatively from the Newry & Mourne
LEADER Office. PART B can be completed manually.
Decision-Making Process
The full application form consists of PART
A and PART B. The first stage of the process requires
you to complete PART A which is only obtained
from the www.eugrants.org
website and which must be submitted on-line.
Secondly, PART B which is only available after
filling in PART A may be accessed from the www.eugrants.org
site or alternatively from the Newry & Mourne
LEADER Office. PART B can be completed manually.
After an initial eligibility check, all fully
completed applications, i.e. PART A & B will
be fully appraised. This may include a site visit
and a request for additional information. LEADER+
will also liase with other funding bodies to ensure
there is no duplication of funding. The application
will be considered by a Newry & Mourne LEADER+
sub-group and a recommendation made to the full
Newry & Mourne LEADER+ Board who will make
the final decision. All applications should be
given a decision within twelve weeks of the date
of the full application. It should be noted that
LEADER+ funds are limited and that all applications
are on a competitive basis. Unsuccessful projects
shall be informed of the Board's decision in writing.
Letter of Offer
Successful projects will be informed of the
Board's decision and a Letter of Offer issued.
This letter will be accompanied by a Schedule
of Conditions including a list of eligible expenditure
and the amount granted. Payments will be made
on a retrospective basis and will not be issued
until all relevant documentation has been submitted
and checked.
Monitoring and Evaluation
Project promoters will also be liable to inspection
from local, national or EU level personnel after
payment is made.
Innovation
Innovation is a key principle of the LEADER+
Programme. You must clearly demonstrate how your
project is innovative, i.e. how the project is
particularly new or creative. Creative approaches
to project design could involve some of the following:
- Introduction of a new idea,
method or invention
- New products or services distinctive to
the local area
- New ways to develop local potential
- New ways of combining the area's human,
natural or financial resources resulting in
the better use of local potential
You must show that there is a market for the
proposed product or service and that the project
will be capable of attaining economic viability.
Projects must also demonstrate the sustainability
or creation of new jobs.
Assessment
- The Project sustains/creates jobs (high
weighting given to job creation)
- The project targets priority groups (youth,
women, farm families, long-term unemployed)
- The project is innovative in process/sector/area
- The project is sustainable - physically,
socially and environmentally
- Good track record and experience
- Appropriate skills for project
- The project targets priority wards
- The project has positive environmental impact
- The project is transferable - can be used
as a model
